६ कात्तिक, काठमाडौं । ‘विद्रोही उम्मेदवार साथीहरुलाई भन्न चाहन्छु, भोलि गठबन्धनले जितेको खण्डमा जहाँ पनि ठाउँ छ । राष्ट्रियसभा छ, राजदूतहरु छन्’, आइतबार वीरेन्द्रनगर, सुर्खेतमा पाँचदलीय गठबन्धनको प्रदेशस्तरीय कार्यकर्ता भेलामा नेपाली कांग्रेसका शेरबहादुर देउवा प्रष्ट सुनिए ।
देउवा मात्र होइन, गठबन्धनको अर्को घटक नेकपा माओवादी केन्द्रका अध्यक्ष पुष्पकमल दाहाल प्रचण्ड र एकीकृत समाजवादीका अध्यक्ष माधवकुमार नेपालको भाषा पनि यो भन्दा फरक छैन । प्रदेशस्तरीय भेलाका क्रममा गठबन्धनका नेताहरुले बागी उम्मेदवारलाई यसरी नै प्रलोभन देखाइरहेका छन्, फकारहेका छन् ।
गठबन्धनमा भएको सिट बाँडफाँटप्रति असन्तुष्टि जनाउँदै धेरै ठाउँमा बागी उम्मेदवारी परेको छ । कांग्रेस सभापति देउवा पनि गठबन्धनका सबै दलमा असन्तुष्टि रहेको स्वीकार गर्छन् । गठबन्धन भएकाले जितिहालिन्छ भनेर हरेक पार्टीमा टिकटका लागि मारामार भएको सुनाउँदै उनले भनेका छन्, ‘मेरै पार्टीमा उठेका छन्, माओवादीमा उठेका छन्, समाजवादीमा उठेका छन् ।’
सत्ता गठबन्धनका शीर्ष नेताहरुले संयुक्त वक्तव्यमार्फत र दलहरुले आफ्नो कमिटीमार्फत उम्मेदवारी फिर्ता लिन निर्देशन दिएपनि कतिपय बागी उम्मेदवारहरु टसकामस भएका छैनन् । कतिपय ठाउँमा त सिट बाँडफाँटमा असहमति राख्दै दलहरुले आधिकारिक रुपमै टिकट दिएका उम्मेदवार समेत छन् । शीर्ष नेताहरुले पटकपटक छलफल गरेपछि समस्या समाधान भएको छैन । माओवादी अध्यक्ष प्रचण्डका अनुसार प्रदेशस्तरीय भेला सकिएपछि शीर्ष नेताहरुको बैठक बसेर यसबारे निर्णायक छलफल हुनेछ ।
यसबारे निर्णय गर्नुपूर्व सत्ता गठबन्धनका नेताहरुले बागी उम्मेदवारलाई उम्मेदवारी निष्क्रिय बनाउन राष्ट्रियसभा सदस्य, राजदूत वा राजनीतिक नियुक्तको प्रलोभन देखाइरहेका छन् । शनिबार विराटनगरको भेलामा प्रचण्डले भने, ‘अहिले टिकट नपाउनुभएको वा टिकट वितरणमा भन्या जस्तो नभएकाले मन खुम्चिएका साथीहरुलाई पनि भोलि बहुमतको सरकार बनेपछि थुप्रै राजनीतिक नियुक्ति हुन्छन् । सवैधानिक नियुक्ति, राजदूतहरु केके हुन्छन् केके ।’
प्रचण्डले देखाइरहेको प्रलोभनलाई आइतबार कांग्रेस सभापति देउवाले गठबन्धनकै साझा प्रतिबद्धता बनाइदिए ।
गठबन्धनले जितेको खण्डमा राष्ट्रिय सभा सदस्य, राजदूतहरु वा अरु पदमा पनि मनोनित गर्न सकिने भन्दै उनले सुर्खेतमा भनेका छन्, ‘अहिले पाएन भने हतार हुन जरुरी छैन । कुनै कारण टिकटबाट बञ्चित साथीहरुलाई सम्मान दिन हामी सबै एक छौंं ।’
उनीभन्दा अगाडि बोलेका प्रचण्डले प्रदेश भेलाहरुका क्रममा केही नमिलेका ठाउँ मिलाए गठबन्धनको अत्याधिक बहुमत सुनिश्चित हुने देखेको बताए । गठबन्धनभित्र शान्ति कायम गर्न आफूले धेरै त्याग गरेको भन्दै उनले भने, ‘गठबन्धनको तर्फबाट के भन्न चाहन्छौं भने गठबन्धनले चुनाव जित्दा अहिले टिकट नपाएको र केही कारणले छुटेका साथीहरुलाई सम्बाधेन गर्ने पर्याप्त ठाउँ हुनेछन् ।’
‘थुप्रै राजनीतिक नियुक्ति हुनेछन्, संवैधानिक नियुक्ति हुनेछन्, राजदूत हुनेछन्, यो हुनेछन् त्यो हुनेछन् । कति हो कति हुनेछन् । हामीले छलफल पनि गरेका छौं’ प्रचण्डले भने । एक भएर चुनावमा जान हिच्किचाए आफ्नै लागि पनि आत्माघाती कदम हुने चेतावनी उनले असन्तुष्ट नेता कार्यकर्ता र बागी उम्मेदवारलाई दिएका छन् ।
राजनीतिशास्त्रका प्राध्यापक एवं निर्वाचन पर्यवेक्षक कपिल श्रेष्ठ भने स्वतन्त्र उम्मेदवारी दिएकाहरुलाई यसरी प्रलोभनन दिनु अशोभनीय भएको बताउँछन् । उम्मेदवारी फिर्ता लिने दिनसम्म दलगत रुपमा आग्रह गर्नु स्वभाविक भएपनि प्रलोभन दिनु शोभनीय नभएको उनको भनाइ छ ।
‘उम्मेदवारी दिनु नागरिकको स्वतन्त्रता हो । यसमा जति बलजफ्ती गर्यो, त्यति भद्दा र असभ्य देखिन्छ । यस्ता क्रियाकलाप लोकतान्त्रिक संस्कारमा पर्दैनन्’ उनले अनलाइनखबरसँग भने, ‘यसले यी दलहरु ऐन कानून, आफ्नै अधीनमा राख्न चाहन्छन् । हामी जे गछौं, त्यही ऐन कानून हो भन्ने मानसिकतामा छन् ।’
